Simple really..I lived in that area for 4 years..he was chief back then..hes trying to keep the peace..Columbia is a VERY Racial town in SC. Hes trying to avoid an uprising of the people if you will and also trying to avoid a law suit.. Hes sacrificing his officer for the "greater good" of the dept. if you will..hoping this will blow over. people are trying to make it a racial incident..which it is not. He was a spineless bitch back then and still is now.
