Most modern areas do. There's no power lines on poles in the major cities or newer suburbs.

Around here all the areas with utility poles have fiber optic option, most of the underground cable areas don't. Too expensive I guess to dig everything up to run the cable. Plus when their power goes out it takes longer to fix and theirs seems to go out just as much as the pole power. It looks nicer though...
