The whole wall thing is stupid. Politicians need to accept the fact that we NEED these people here to do the jobs no American wants to do. Picking lettuce and strawberries is backbreaking work. What needs to happen is to create a visa system that allows them to come here legally. It is not that hard to do. Outlawing something that is in high demand (remember that thing called prohibition) only creates a black market. Set up a visa system and you'll solve the illegal immigration and earn a fair bit of money for the federal coffers while you are at it.

The only thing preventing it is political will.

yes, and in the mean time i feel like it would be far more cost effective to hire more officials to go to farms, building projects, and businesses and fine those Americans who are hiring illegals. i mean the kind of fine that will hit hard. those hiring legal immigrants will get tax breaks etc..

No, no, no. That's putting the cart before the horse. If you somehow magically had a way tomorrow to ensure 100% enforcement, the fruits and vegetables will rot in the fields. You see, we NEED the workers. Punishing the people who hire the illegals is fine in theory but the farms and a lot of construction will shut down if you did that. What you need is to come up with a LEGAL mechanism to get demand and supply, in this case, the farmer and the farm hand, to meet.
