My good friend who I went to HS and college with. He lives in San Francisco, right in the heart of it. THIS is everywhere and who's to blame?

Themselves?
The system?
Parents?

The causes are well understood. What is lacking is the will to act. Why? Greed. Callousness. Indifference.

TL; DR

About a third due to job loss and/or eviction
About 1/4 due to family issues/divorce, etc.
About 15% due to substance abuse.

Bottom line learning:

1. Lack of affordable public housing/safety nets
2. Terrible failure of healthcare system. THIS IS WHY WE NEED UNIVERSAL HEALTHCARE!!!!!!! I CAN'T SCREAM FROM THE ROOFTOPS LOUD ENOUGH!!

Yeah I been to San Fran probably a dozen times in the few years I been in cali. It's still an amazing city but the homelessness has absolutely increased in the few short years I been here.

Reward them for getting treatment is the basic point right? I'm alright with that.

They did something similar in Chicago where this restaurant only hired homeless people and gave them training and good pay well above minimum wage. The only requirement is that they take a drug test weekly and stay out of trouble. They had a 1 strike rule. I think the statistic was something like 70% succeeded. Not too bad. I'm all for something like that.

One, get them off the streets and into housing. Two, give them treatment. #1 is futile without #2. Unfortunately, in this country, #2 is pathetic and we stubbornly refuse to learn. And #1 isn't anything to write home about either.
