Guy doesn't have an ounce of body fat to begin with and at his height and weight his muscles are already at their peak size and with out gaining weight they are not going to grow.
Now I can also tell that genetically his chest is going to lag behind no matter what he does. Look at kevin levrone or lee preist as big as they were their chest is always lagged slightly behind the other body parts.
I wonder why Phil Heath gained any weight? Because surely he could've just do some individual body part isolation moments and achieve the same size that he he is today.

simply talking about a chest reshaping and routine change to hit his chest better. he may need to gain some weight but that weight would be spread out evenly all over and his chest would still be the same.

You can no longer make any progress if you are maxed out. At 5'9" 161lbs with super low body fat level colossous is pretty much is maxed out. Whatever he does or changes in his routine is gonna be hardly visible in his physique.
If he wants to add size or make any changes he needs to put on some good clean quality muscle. Period.
You can't make the half glass of water full without adding more water.
