Are we that naive to think that public colleges aren't run by the same people? People go from one job to another. the colleges that I attended 15 years ago are unrecognizable today because they've built so much new shit. That shit costs a lot of money that they get from tuition that they could easily wait a few more years to build by keeping tuition cheaper. Serious question, Do public universities have endowments funds?

Basically my point is colleges don't do anything in moderation it is all in excess. They spend too much they have too much extra money and it's all because they charge too much and it doesn't matter if it's public or not.
