The way to address this is to have talks without ANY preconditions. We have to accept that NK is a nuclear power whether we like it or not and there is nothing we can do about it. Now, where do we go from here? We have to do two things: 1) convince Kim that we don't have any hostile intentions towards him in particular or his regime and 2) convince him that if he agrees to put a lid on further nuclear development, then we will lift sanctions, have trade, etc. etc, like we did with Iran.
It's not going to be easy because frankly, our track record of keeping our word is not very good, but it's the only path forward.
The fact of the matter is that NK holds all the cards militarily, so we need to get him to the table and convince him that it is in his best interest to not play them.
